Bahrain

Social Security: Corrected the wage base to use base compensation. Base salary was previously used, resulting in a potential understatement of tax.

Belgium

Income Tax: Increased the following, effective January 1, 2019:

  • Tax bracket thresholds. The threshold for the top rate of 50% increased by EUR 820 to EUR 40,480.

  • Maximum allocation to non-working spouse by EUR 220 to EUR 10,940.

  • Personal exemption by EUR 130 to EUR 8,860.

  • Standard business deduction limit by EUR 90 to EUR 4,810.

  • Dependent exemptions. The exemption for four children increased by EUR 300 to EUR 15,030.

Bulgaria

Social Security: Increased the wage ceiling by BGN 4,800 to BGN 36,000, effective January 1, 2019.

Canada

British Columbia

Income Tax: Increased the following, effective January 1, 2019:

  • Tax bracket thresholds. The threshold for the top rate of 16.8% increased by CAD 3,900 to CAD 153,900.

  • Personal, spousal, and dependent amounts. The personal amount increased by CAD 270 to CAD 10,682, and the spousal and dependent amounts increased by CAD 255 to CAD 10,062.

Manitoba

Income Tax: Increased the following, effective January 1, 2019:

  • Tax bracket thresholds. The threshold for the top rate of 17.4% increased by CAD 1,789 to CAD 70,610.

  • Personal amount by CAD 244 to CAD 9,626.

Newfoundland and Labrador

Income Tax: Increased the following, effective January 1, 2019:

  • Tax bracket thresholds. The threshold for the top rate of 18.3% increased by CAD 3,323 to CAD 187,913.

  • Personal, spousal, and dependent amounts. The personal amount increased by CAD 167 to CAD 9,414, and the spousal and dependent amounts increased by CAD 150 to CAD 8,462.

New Brunswick

Income Tax: Increased the following, effective January 1, 2019:

  • Tax bracket thresholds. The threshold for the top rate of 20.3% increased by CAD 3,396 to CAD 157,778.

  • Personal, spousal, and dependent amounts. The personal amount increased by CAD 221 to CAD 10,264, and the spousal and dependent amounts increased by CAD 207 to CAD 9,588.

Ontario

Income Tax: Increased the following, effective January 1, 2019:

  • Two lowest tax bracket thresholds. The threshold for the top rate of 13.16% remains CAD 220,000.

  • Surtax bracket thresholds. The threshold for the top rate of 36% increased by CAD 131 to CAD 6,067.

  • Personal, spousal, and dependent amounts. The personal amount increased by CAD 228 to CAD 10,582, and the spousal and dependent amounts increased by CAD 212 to CAD 9,883.

Quebec

Increased the following, effective January 1, 2019:

Income Tax:

  • Tax bracket thresholds. The threshold for the top rate of 25.75% increased by CAD 1,790 to CAD 106,555.

  • Personal and spousal amounts by CAD 257 to CAD 15,269.

  • Maximum deduction for employment income by CAD 20 to CAD 1,170.

Social Security:

  • Quebec Pension Plan contribution rate by 0.2% to 5.6%.

  • Parental Insurance Plan wage ceiling by CAD 4,000 to CAD 76,500.

China

Income Tax: Increased the following, effective January 1, 2019:

  • Foreign national monthly wage deduction by RMB 200 to RMB 5,000.

  • Quick deduction amounts used to calculate the tax on bonuses.

Colombia

Made the following changes, effective January 1, 2019:

Income Tax: Updated the tax bracket thresholds and increased the table from 4 tiers with a top rate of 33% to 7 tiers with a top rate of 39%. Combined with the UVT increase of COP 1,114 to COP 34,270, the threshold for the new top rate is COP 78.8 million.

Social Security: Increased the wage ceiling by COP 14 million to COP 248 million.

Denmark

Income Tax:

  • Added the Extra Pension Deduction Percentage input for outbound employees to deduct pension contributions in excess of DKK 54,900 at 8% or 22% for employees age 46 and younger or older than age 46, respectively.

  • Increased the following, effective January 1, 2019:

    • Basic tax rate by 1.03% to 12.16%.

    • Top bracket threshold by DKK 14,500 to DKK 513,400.

    • Personal allowance by DKK 200 to DKK 46,200.

    • Expatriate concession minimum monthly salary by DKK 1,500 to DKK 66,600.

Ecuador

Income Tax: Increased the tax bracket thresholds. The threshold for the top rate of 35% increased by USD 400 to USD 115,290, effective January 1, 2019.

Egypt

Completed annual review with no material changes.

Equatorial Guinea

Completed annual review with no material changes.

France

Income Tax:

  • Increased the following by the 1.6% inflation index, effective January 1, 2019:

    • Tax bracket thresholds. The threshold for the top rate of 45% increased by EUR 2,461 to EUR 156,244.

    • Nonresident tax bracket thresholds. The threshold for the top rate of 20% increased by EUR 677 to EUR 43,047.

    • The Low Income (La Décote) Credit and the Household (Réfaction) Credit thresholds.

    • The relief limitation deduction thresholds.

  • Increased the deductible portion of Contribution Sociale Generalisée by 1.7% to 6.8%, effective January 1, 2019.

  • Corrected the standard deduction calculation for grossup only when assignment type is set to Short Term with Deductions. Previously, the standard deduction was not consistently excluded, resulting in a potential overstatement of tax.

Social Security: Made the following changes, effective January 1, 2019 or earlier:

  • Increased the ceiling 1 wage limit by EUR 792 to EUR 40,524, which increased the ceiling 3 and 4 limits by EUR 3,168 to EUR 162,096 and EUR 6,336 to EUR 324,192, respectively.

  • Increased the total employer contribution rate by 0.8% to 36%.

  • Decreased the total employee contribution rate by 0.6% to 22.5%.

Payroll Tax: Decreased the total rate by 0.6% to 5.1%, effective January 1, 2019.

Germany

Increased, unless indicated otherwise, the following; effective January 1, 2019:

Income Tax:

  • Tax bracket thresholds. The threshold for the top rate of 45% increased by EUR 4,795 to EUR 265,327.

Social Security:

  • Pension contribution wage ceiling by EUR 2,400 to EUR 80,400 for West Germany and EUR 4,200 to EUR 73,800 for East Germany.

  • Health contribution wage ceiling by EUR 1,350 to EUR 54,450.

  • Health and disability contribution rates by 0.9% to 15.5% and 0.5% to 3.05%, respectively.

  • Decreased the unemployment contribution rate by 0.5% to 2.5%.

Ghana

Income Tax: Made the following changes, effective January 1, 2019:

  • Increased the tax bracket thresholds and decreased the top tax rate. The new top rate of 30% is applicable to income over GHS 240,000.

  • Decreased the nonresident rate by 5% to 20%.

Guinea

Completed annual review with no material changes.

Hungary

Updated the following, effective January 1, 2019:

Income Tax: Increased the child care deduction for employees with 2 dependents by HUF 33,330 to HUF 133,330.

Social Security: Decreased the employer contribution rate by 2.5% to 19%.

India

Income Tax: Added a standard deduction of INR 40,000, effective April 1, 2018.

Indonesia

Income Tax: Changed the employer pension contribution to nontaxable for outbound employees.

Iraq

Completed annual review with no material changes.

Italy

Social Security: Added an input to the Home Tax Estimator for users to enter a notional salary. This value will be used as the base to calculate social security for employees posted to countries without a totalization agreement with Italy. The employer’s contribution will be calculated at the lower rate of 22% and the employee’s rate will remain at 10%.

Completed annual review with no material changes.

Kazakhstan

Luxembourg

Social Security: Increased the wage ceiling by EUR 1,353 to EUR 124,266, effective January 1, 2019.

Netherlands

Income Tax: Made the following changes, effective January 1, 2019:

  • Updated rates and bracket thresholds. The top threshold remains EUR 68,507, whereas the top rate decreased by 0.2% to 51.8%.

  • Updated the Employment Levy Rebate rates and bracket thresholds. The maximum rebate increased by EUR 150 to EUR 3,399.

  • Increased the general tax credit by EUR 212 to EUR 2,477.

Social Security: Increased the following, effective January 1, 2019:

  • Employer wage ceiling by EUR 1,314 to EUR 55,927.

  • Employer contribution rate by 1% to 22.2%.

Nigeria

Completed annual review with no material changes.

Norway

Income Tax: Made the following changes, effective January 1, 2019:

  • Increased the tax rates and bracket thresholds. The top threshold increased by NOK 2,750 to NOK 964,800, and the top rate increased by 0.8% to 16.2%.

  • Decreased the general rate by 1% to 22%.

  • Increased the personal allowance by NOK 1,800 to NOK 56,550.

  • Increased the maximum deduction amount by NOK 3,190 to NOK 100,800.

Oman

Completed annual review with no material changes.

Poland

Social Security: Increased the pension and disability wage ceilings by PLN 9,660 to PLN 142,950, effective January 1, 2019.

Puerto Rico

Income Tax: Updated the alternate basic tax rates and brackets, including increasing the table from 4 to 6 tiers. The threshold for the top rate of 24% decreased by USD 50,000 to USD 250,000, effective January 1, 2019.

Qatar

Completed annual review with no material changes.

Saudi Arabia

Completed annual review with no material changes.

Senegal

Completed annual review with no material changes.

Slovenia

Income Tax:

  • Increased the top bracket threshold for the general relief by EUR 746 to EUR 13,317, effective January 1, 2018.

  • Changed the Employee Medical Emergencies Host Country allowance to nontaxable for short term assignments.

South Africa

Completed annual review with no material changes.

South Korea

Income Tax: Updated the tax brackets and added a new top rate of 42% that applies to income over KRW 500,000, effective January 1, 2018.

Spain

Income Tax: Corrected the grossup calculation details to deduct the prorated value of hypothetical income tax when the Qualifies for Employment Income Exemption? input is Yes. Previously, the annual value was deducted, resulting in an understatement of tax.

Sweden

Income Tax: Increased the tax bracket thresholds. The threshold for the top rate of 25% increased by SEK 27,000 to SEK 689,300, effective January 1, 2019.

Switzerland

Geneva

Income Tax: Increased the tax bracket thresholds. The threshold for the top rate of 18.5% increased by EUR 7,103 to EUR 616,798, effective January 1, 2019.

Taiwan

Social Security: Increased the workers’ insurance contribution rate by 0.5% to 10%, effective January 1, 2019.

Tanzania

Completed annual review with no material changes.

Turkey

Income Tax: Increased the tax bracket thresholds. The threshold for the top rate of 35% increased by TRY 28,000 to TRY 148,000, effective January 1, 2019.

Ukraine

Income Tax: Increased the maximum pension deduction by UAH 2,760 to UAH 29,640, effective January 1, 2018.

United Arab Emirates

Completed annual review with no material changes.

United Kingdom

Income Tax: Corrected the Scottish tax bracket thresholds. Previously, the thresholds included the GBP 11,850 personal allowance, resulting in a potential understatement of tax.

United States

Income Tax: Corrected the alternative minimum tax (AMT) for inbound grossup only calculations when income is less than the excludable foreign earned income and housing limits. Previously, AMT was inconsistently calculated, resulting in a potential understatement of tax.

California

Income Tax: Added a deduction for moving expenses. California is expected to conform to the federal taxable treatment per the Tax Cuts and Jobs Act of 2017. However, no conforming legislation has been passed as of January 31, 2019.

Kentucky

Income Tax: Made the following changes as a result of recent legislation:

  • Removed the following:

    • The itemized deduction phaseout and the personal exemption credit, effective January 1, 2018.

    • The deduction for moving expenses, as Kentucky now conforms to the federal taxable treatment per the Tax Cuts and Jobs Act of 2017.

  • Increased the standard deduction by USD 60 to USD 2,590, effective January 1, 2019.

Minnesota

Income Tax: Increased the following, effective January 1, 2019:

  • Tax bracket thresholds. The threshold for the top rate of 9.85% increased by USD 3,870 to USD 163,890 for single taxpayers.

  • Standard deductions. The standard deduction increased by USD 150 to USD 6,650 for single taxpayers.

  • Personal exemption by USD 100 to USD 4,250.

Venezuela

Social Security: Increased the social security and unemployment insurance wage ceilings by VES 1.05 million to VES 1.17 million and VES 2.11 million to VES 2.34 million, respectively, effective January 15, 2019.

Zambia

Completed annual review with no material changes.
