Austria

Income Tax

Added the exemption with progression method of double taxation relief for tax residents outbound 1) to countries whose income tax treaties with Austria include this option or 2) to countries with no tax treaty where the top or average marginal rate exceeds 15%. Double tax relief for other outbound tax residents uses the existing foreign tax credit method.

The exemption with progression method applies the effective tax rate calculated on annual income to the Austrian-sourced income. A portion of the Austrian-sourced income may also be classified as nonrecurring, which is taxed at lower rates than recurring income.

Other Employer Costs

Added payroll tax of 5.81%, which includes contributions for the following:

  • Family Equalization Fund of 3.90%.

  • Severance Fund of 1.53%.

  • Chamber of Commerce Levy (using the Vienna rate of 0.38%).

Switzerland

Vaud

Income Tax

Enhanced the Withholding Tax feature for married employees whose spouses earn employment income. From the Use Withholding Table? input, select Yes - Dual Income. The employees' income will be doubled, up to CHF 68,700, to determine the withholding rate.

Updates

Updates include calculation and rate changes to reflect current tax law resulting from inflation adjustments, legislative changes, and review of supported authorities. Effective dates indicate when the changes enter into force. Amounts are annual unless stated otherwise.

Argentina

Social Security

Increased the employee wage ceiling by ARS 4.1 million to ARS 19.1 million, effective March 1, 2024.

Bahrain

Social Security

Increased the employer contribution rate for outbound assignments by 1% to 16%, effective January 1, 2024.

Botswana

Income Tax

Corrected the tax bracket thresholds for the top three brackets, effective July 1, 2021. The threshold for the 25% top bracket increased by BWP 12,000 to BWP 156,000.

Canada

Income Tax

Made the following changes:

  • Corrected the Quebec abatement to calculate for inbound nonresidents. Previously the credit calculated only for residents, resulting in a potential overstatement of up to 16.5% of calculated federal tax for nonresidents.

  • For all provinces except Quebec, corrected the personal, spousal, and dependent (where applicable) credits to calculate for residents only. Previously, the credits were calculated for inbound nonresidents (employees with assignment duration of less than six months), resulting in a potential understatement of tax.

Cyprus

Social Security

Increased the following for employees and employers, effective January 1, 2024:

  • Wage ceiling by EUR 2,808 to EUR 62,868.

  • Contribution rate by 0.5% to 8.8%.

Egypt

Income Tax

Increased the thresholds for the three lowest tax brackets, effective March 1, 2024. The threshold for the 27.5% top bracket remains EGP 1.2 million.

France

Social Security

Corrected the wage base for the supplemental pension contribution when the inpatriate concession is calculated. Previously, the wage base excluded amounts exempted by the concession, resulting in a potential understatement of tax.

Greece

Social Security

Increased the wage ceiling by EUR 3,452 to EUR 103,229, effective January 1, 2024.

Guinea

Other Employer Costs

Added the Payroll Tax on Hypothetical Income Tax Estimator Output to populate the calculated value in the Cost Estimate Year 1-6 Report. Previously, the output was missing, resulting in a potential overstatement of total costs when the cost estimate template was configured to report incremental employer costs.

Honduras

Income Tax

Increased the tax bracket thresholds, effective January 1, 2024. The threshold for the 25% top bracket increased by HNL 36,632 to HNL 742,445.

Indonesia

Social Security

Increased the pension wage ceiling by IDR 5.8 million to IDR 120.5 million, effective March 1, 2024.

Italy

Social Security

Increased the following, effective January 1, 2024:

  • Wage ceiling by EUR 6,130 to EUR 119,650.

  • Additional 1% contribution threshold by EUR 2,818 to EUR 55,008.

Ivory Coast

Income Tax

Made the following changes, effective January 1, 2024:

  • Replaced the previous calculation, which included National Tax, National Contribution and Salaries Tax, with a single six-tiered, progressive table. The new table has a top rate of 32% on income over XOF 96 million.

  • Added a Family Credit that calculates based on filing status and number of dependents.

Other Employer Costs

Added the following Tax Estimator Outputs to populate calculated values in the Cost Estimate Year 1-6 Report. Previously, these outputs were missing, resulting in potential misstatements of total costs:

  • Payroll Tax on Hypothetical Income.

  • Host Country Employer Payroll Tax on Base Comp - Use with Grossup Only option.

Kenya

Social Security

Corrected the National Social Security Fund wage ceiling, increasing it by KES 84,000 to KES 432,000, effective February 1, 2024.

Netherlands

Income Tax

Made the following changes:

  • Updated the 30% Ruling calculation for changes effective January 1, 2024. Select the Yes - 2024 or Later option from the Qualifies for Expatriate Concession input to phase down the 30% exemption rate to 0% in 20-month intervals, i.e. the first 20 months of assignments starting in or after 2024 will use 30%, next 20 months will use 20%, etc. Estimates for moves with one calendar period will use 30%. For cost estimates created before the v.24.2 upgrade with the input selection set to Yes, a recalculation will continue to use the 30% rate for all years of the assignment. The lookup caption will change to Yes - Prior to 2024 after the recalculation.

  • Corrected the foreign income exemption for outbound employees when they remain as residents during a short-term assignment and an income tax treaty is utilized to exempt host country tax. This exemption was previously calculated, resulting in an understatement of tax.

New Zealand

Income Tax

Increased the ACC Earners Levy rate and wage ceiling by 0.07% to 1.60% and NZD 2,899 to NZD 142,283, respectively, effective April 1, 2024.

Serbia

Income Tax

Increased the following:

  • Average annual salary by RSD 183,396 to RSD 1.4 million, retroactively effective February 1, 2023, which increased the following:

  • The 15% top bracket threshold by RSD 1.1 million to RSD 8.5 million.

  • The personal deduction by RSD 73,358 to RSD 569,275.

  • The spouse and dependent deductions by RSD 27,509 to RSD 213,478.

  • Maximum employee and employer voluntary pension relief by RSD 6,864 to RSD 97,212, effective February 1, 2024.

Sint Maarten

Income Tax

Increased the tax bracket thresholds, retroactively effective January 1, 2022. The threshold for the 47.5% top bracket increased by ANG 2,625 to ANG 144,521.

Spain

Social Security

Increased the wage ceiling by EUR 2,700 to EUR 56,646, effective January 1, 2024.

Switzerland

Basel-Stadt

Income Tax

Increased the following, effective January 1, 2024:

  • Tax bracket thresholds for all filing status. The threshold for the 28.25% top bracket increased by CHF 12,300 to CHF 312,300 for single employees.

  • Personal and spouse allowance by CHF 300 to CHF 19,300 and CHF 600 to CHF 37,500, respectively.

  • Employment deduction by CHF 200 to CHF 4,200.

  • Child deduction by CHF 100 to CHF 8,900.

  • Insurance premium deduction for married employees by CHF 200 to CHF 8,300.

Zurich

Income Tax

Decreased the cantonal coefficient by 1% to 98%, effective January 1, 2024.

Turkey

Income Tax

Corrected the tax bracket thresholds, effective January 1, 2024. The threshold for the 40% top bracket increased by TRY 1.1 million to TRY 3 million.

United Arab Emirates

Social Security

Made the following changes, effective October 2, 2023:

  • Increased the employee and employer contribution rates by 6% to 11% and 2.5% to 15%, respectively.

  • Added employee and employer contribution wage ceiling of AED 840,000.

United Kingdom

Made the following changes, effective April 6, 2024:

Income Tax

To the Scottish tax table:

  • Added a 45% bracket applicable to income between EUR 62,430 and EUR 125,140.

  • Increased the top bracket rate by 1% to 48%. The threshold remains EUR 125,140.

  • Increased thresholds for the 19% and 20% brackets.

Social Security

Decreased the employee National Insurance Contribution rate applicable to income between the primary and the upper threshold by 2% to 8%.

United States

Michigan

Income Tax

Corrected the tax rate, increasing it by 0.2% to 4.25%, effective January 1, 2024. The previous calculation resulted in an understatement of tax.

Uruguay

Income Tax

Increased the tax bracket thresholds, based on tax unit (BPC) changes, effective January 1, 2024. The threshold for the 36% top bracket increased by UYU 713,460 to UYU 8.5 million.

Social Security

Increased the social security wage ceiling by UYU 246,144 to UYU 3.1 million, effective February 1, 2024.

Zimbabwe

Income Tax

Increased the tax bracket thresholds, effective January 1, 2024. The threshold for the 41% top bracket increased by ZWL 258 million to ZWL 270 million.
