The Option Recompile SQL logic for User Reports can be switched on or off via the System Preference screen in the power user mode.
When the system preference is switched on, it improves the user report's performance by allowing the report to get a new query plan each time it runs in an effort to make it run faster. This impacts all user reports but only after they are manually regenerated including reports run from a batch process.
